be yet to do という構文について

英文を読んでいると、時々この表現に出会います。

be yet to doは、「まだ～していない」という表現になりますが、形が否定文になっていないので、少し分かりにくいと思います。

サービス開始まで、最大で５年はかかると書かれていますが、そのうち空を無人機が飛び回る時代がやってくるのでしょうか。
