dream up とは？

dreamは、ご存知の通り「夢」ですが、動詞としての用法もあり、「夢を見る」になります。
dream up は、「夢」とは直接関係なく、「（意外な事を）思いつく」という意味になります。
夢から出てきたのではないかと思えるくらい意外な事を思いつくのでしょう。
Longmanの英英辞典の定義は以下のようになっています。
[dream up] to think of a plan or idea, especially an unusual one
（計画やアイディアを思いつく、特に、意外な事を）
