red alertとは？

redは「赤」、alertは「警戒態勢や警戒状態」、red alertにすると「 緊急非常体勢」という意味になります。
２０１３年９月にフィリピンを襲った大型台風「ウザギ（Usagi)」が、香港、中国南岸に向かった時に、対象地域では、緊急非常体勢を発令しました（issue a red alert)（以下例文参照）。

Usagi, which has a diameter of 1,100 kilometers, is expected to weaken before making a direct hit on Hong Kong and the southern coast of China, which has issued a red alert, its highest warning.

この文では、red alertを、highest warningと言い換えています。
同記事によると、この台風は、最大２５０ｋｍ／時の突風（wind gusts)を記録し、持続的に２２０ｋｍ／時の風が吹いていたそうです（下の文）。
The massive storm was sweeping through the Luzon Strait on Saturday, with sustained winds of 220 kilometers per hour and wind gusts up to 250 kilometers per hour.
ものすごい突風であることは伝わってきますが、時速で言われると分かりにくいので、参考の為に秒速に変換すると、時速２５０ｋｍは、秒速６９ｍになります。
sweepは、「吹き飛ばす」イメージです（ほうきなどで「掃く、掃除する」という意味もあり、イメージは共通しています）。
